Palm Beach County BOCC briefs for Sept. 14

WEST PALM BEACH — At the Sept. 14, 2021, Board of County Commissioners meeting, the board took the following action:

COVID-19 Update – received presentation from Dr. Alina Alonso, Palm Beach County Health Department. COVID-19 Delta variant now makes up more than 99.1% of new cases. The county’s daily positivity rate is at 11.6% and 72% of the population has received one vaccination, with 62% having had the second dose. 4,053 individuals have received Monoclonal Antibody Therapy at the West Gate Park & Recreation Center. Members of the public are still encouraged to be vaccinated. More information can be found at www.pbchd.com or at www.pbchd.com.

The Board extended a local State of Emergency related to COVID-19 through Sept. 21, 2021. More information can be found here.

Administration – Adopted a resolution establishing non-ad valorem special assessments pursuant to the Palm Beach County Local Provider Participation Fund Ordinance for the purpose of benefitting assessed hospital properties through enhanced Medicaid payments for local services; approved an interlocal agreement with the Health Care District of Palm Beach County for the provision of administrative coordination of the special assessment authorized by the Local Provider Participation Fund Ordinance.

Approved a five-year extension to the employment contract between the county and Verdenia C. Baker, county administrator beginning August 26, 2022.

Airports – Approved the one-time purchase and delivery of one aircraft rescue and fire fighting vehicle in the amount of $1,119,895 for use at Palm Beach International Airport.

Approved an increase of $500,000 to term contract for janitorial services due to the COVID-19 pandemic at PBI with Triangle Services of Florida Inc. for one year; approved the renewal of the term contract in an amount not to exceed $3,600,000; and approved a budget transfer in the amount of $500,000 in the Airports Operating Fund.

County Attorney – Approved a motion to commence a private attorney-client session in the case of In re: National Prescription Opiate Litigation, Case Number: MDL 2804 (N.D. Ohio) and Palm Beach County v. Purdue Pharma, et al., Case Number: 1:18-op-46121-DAP (N.D. Ohio).

Facilities Development and Operations – Approved an amendment to the Communication Tower Agreement with the City of West Palm Beach, which sets forth the county’s annual replacement and renewal contribution.

Approved an amendment extending a concessionaire lease agreement with Rick Macci Academy Inc d/b/a Rick Macci Tennis Academy due to the COVID-19 pandemic at Burt Aaronson South County Regional Park.

Adopted a one-year lease extension with Floral Acres LLC, in the Agricultural Reserve in Boynton Beach, at a rate of $37,580.

Financial Management and Budget – Adopted a resolution authorizing a one-year Code Enforcement Lien Amnesty program, which will provide county property home owners/lienholders with a method to clear Code Enforcement Liens if in compliance with code.

Housing and Economic Development – Adopted a resolution approving the issuance of the Housing Finance Authority of Palm Beach County Multifamily Housing Revenue Bonds for Island Cove Apartments in the principal amount of $10,000,000.

Approved a five-year contract for economic development services with the Business Development Board of Palm Beach County Inc. in the amount of $7,157,350.

Approved a HOME Investment Partnerships Program award of $735,000 to CP Renaissance LLC to construct a multifamily rental development on North Tamarind Avenue in West Palm Beach and approved a HOME award of $265,000 to Autumn Ridge Apartments Ltd. to construct a multifamily rental development in unincorporated Westgate/Belvedere.

Risk Management – Approved, by a vote of 5-2, a one-year term contract, with four, 12-month renewal options, for insurance brokerage services with Brown and Brown (PRIA).

Westgate/Belvedere Homes  Adopted a resolution approving the Westgate/Belvedere Homes Community Redevelopment Agency’s FY22 budget for its Redevelopment Trust Fund and Capital Improvements Fund.
